We report the observation of an electron beam and X-ray emission with a kHz laser with less than 1 mJ of energy in air in the lambda cube regime. We have found characteristic K-alpha emission and continuous bremmstrahlung for different metals. In this work we analyze the role of nonlinear propagation of the laser pulse in air in the production of hot electrons. The high repetition rate and low energy of the laser allow us to develop a compact source of ionizing radiation in air. Measurements of the dose show a high efficiency in the production of hot electrons from the plasma laser interaction
