Our goal is to derive a formalism that derives Casimir forces from fluctuating equations, that is, Langevin type equations. These equations contain a deterministic part that may derive from a Hamiltonian plus a stochastic part. The noise intensity of the stochastic term plays the role of quantal or thermal fluctuations. With this starting point, we derive an expression for the Casimir force for both Equilibrium and Non-Equilibrium situations. Special emphasis is put in the appearance of long range correlations and the violation of the Fluctuation-Dissipation theorem.
