Plasmonic enhancement of light-matter interaction is treated consistently in terms of incident field enhancement, local density of states modification and in case of fluorescence quantum yield enhancement/inhibition. The theory for so called "hot spots" is developed in terms of high Q-factor for incident and emitted ligth frequency. A number of experiments are presented and discussed for Raman and fluorescence enhancement including labeled biomolecules and inorganic microcrystallites.
