We introduce a simple model with quadratic band-touching in presence of electron-electron interactions and strong spin-orbit coupling. It is shown that this model leads to emergence of topological phases such as topological insulator and Weyl semi-metal as well as a novel non-Fermi liquid phase. In particular, we show that anomalous Hall effect can occur with an undetectably small magnetization when exchange field is applied to the non-Fermi liquid phase. This phenomenology is demonstrated to occur in a microscopic model for Pr2Ir2O7.
